Abstract:

The research aims to shed light on one of the most important public services that fall under the responsibility of the state and its institutions, which is the civil defense services, because of this service’s role in achieving security and stability for the population, as it preserves the lives of individuals and their property from all that puts them at risk. In its analysis of the reality of civil defense services, the study focused on the city of Samawah, being the main urban center in the Muthanna province.

The research follows a specific methodology in presenting its contents, which was to address in some detail the conceptual aspect in relation to security services, including civil defense services and the role in which they play, and then study the reality of the geographical distribution of these services, their actual service scope and some characteristics of their institutions. Then he dealt with the efficiency of the civil defense services in the city by adopting some local standards adopted in this regard.

The research reached a number of conclusions, the most important of which was proving the state of disparity in the distribution of civil defense institutions in an unbalanced manner, which led to a weak level of service efficiency and adequacy in the city and at the level of its residential neighborhoods, which requires recommending the need to plan and implement additional civil defense institutions in the city, With the restructuring and organization of the currently available institutions in proportion to the population distribution in the city.
