Abstract:

The political thought of the political system is the main factor in influencing the general policies of the state and society, to clarify the nature of the transformations and reform changes that will be made in the state and society. Which means that the political system in its nature is working or trying to draw a historical picture of itself in front of the community, through the policies that it will implement to make the community aware that its policies differ somewhat from the previous policies. At a time when the agricultural sector is considered one of the important and main activities in Iraq, due  to  the employed workforce in it and being the main source of its other life requirements, foremost of which is food, as well as its importance in increasing and growing the national income, but the general nature of it confirmed the amount of backwardness that it  suffers  from due to poor and weak economic policies that were followed by it. Accordingly, the main assumption in the research is to know the nature of the intellectual foundations and the procedures that were established for the agricultural policy in Iraq for the period from the coup of July 17, 1968 until 1979, according to the historical conditions that it experienced in the light of the available information, the subject was divided into two sections, the first entitled: The intellectual system of agricultural policy in Iraq for the period from the coup of February 8, 1963 – until the coup of July 17, 1968, and the second entitled: The political thought of agricultural policy in Iraq for the period from the coup of July 17, 1968 – until 1979.

The information contained in the research showed that the intellectual system of the agricultural policies of the political system that emerged in Iraq after the Baath Party in the coup of July 17, 1968 until 1979, that it came as an expression of the nature of the political thought of the political system and its lack of approach to radical reform, which clarifies the emergence of problems related to the agricultural aspects and the agricultural activity in full, the errors persisted, and this was illustrated by the legal difficulties and its complexities, which made the agrarian reform processes unable to overcome what prevailed before that period. In addition, the Baath’s vision revealed that it was closer to moderation in its handling of the agricultural reform processes in the country, and away from its national frameworks that should have been dealt with away from the political thought of the political system.
